What version of svn *is* supported on Vista?

What version of svn is supported by bzr?  (This is 1.16.1 just installed 
- not sure
why it says 1.16, I had 1.15 before so its not hangover pieces)

I wasn't too bothered with 1.15 not working, but I still get this:

C:\src\libevent>bzr st
bzr: ERROR: This client is too old to work with working copy 
'C:\src\libevent'.
 You need
to get a newer Subversion client, or to downgrade this working copy.
