It was not previously a plugin.  It should have been listed here
anyhow, and now it is.  Thanks.

Yes, it's a bug
<https://bugs.edge.launchpad.net/loggerhead/+bug/390542>.  It's
possible to install it on Windows, it's just not as easy as it should
be.  mwh agrees in that bug that it could be included in the
installer, if John, Alexander and other people knowledgeable about it
agree.
