svn-branching-schemes is hidden and deprecated. If you haven't used
bzr-svn 0.4.x you shouldn't be using it. See also the note in the
description:

Description:
  This command is deprecated in favour of "bzr svn-layout". It should
  only be used if you need compatibility with bzr-svn 0.4.x.

  See 'bzr help svn-branching-schemes' for details.
