what does the "?" indicate in the tags list

Hello,

In our development flow we have some branches set up
so that the developer branches push the changes to
dev(sid)->unstable->test->stable

The developers share changes with unstable as a
common branch.

After tagging on unstable, I pulled unstable into the
developer branch and noticed a "?" next to the unstable
tag when I listed the tags. I was curious what it meant.

[acpsid0]% bzr tags
v0.90.0              1467
v0.90.1-acpsid0      1476
v0.90.1-acpunstable  ?
[acpsid0]%

Using --shows-ids shows a valid id.
