How to create new branch on LP without stacking?

Launchpad is running Bazaar 1.16rc1.  It's ultra-beta, and with one
known bug (https://bugs.edge.launchpad.net/bzr/+bug/390563), but if
you're comfortable with that, we'd love to have you testing 2a too!
