Just a meta-note:

I think release management has grown to be more 'sheparding' than
releasing, and this is making it hard and more fraught. I think we
should re-decouple the two tasks: in a time based release system
releasing should be:

IF NEW_SERIES:
* branch trunk series

To release:
* bump version numbers
* test, commit locally, make tarball, send to pqm, update websites etc
