As stated, 
http://bazaar.launchpad.net/~tanner/bzr/bzr.dev/revision/4423, the 
formatting probably isn't right. I was attempting to get the changes 
exposed so the 1.16 RM could have access to the changes.

I'm happy to follow documentation styles if one can be pointed out to me.
