I'm the maintainer of the OS X 10.4 installer, I wasn't able to build
the 1.15.1 due to work related travel (I didn't take my ibook wih me,
only the macbook so I couldn't build it) and after that I started my
vacations, sorry!

Not that I'm aware, the main issue is the meta-package, that must be
builded manually :/
If anyone knows a way to automate this, I'll be glad to work on this
in order to have automated builds.
