Very much so.  This is especially the case for Subversion repositories
that were CVS repositories that got transferred.

Clearly Subversion has no thoughts about this per se, as you say it is
just a versioned filestore.  However, there are clear idioms of
structure for handling multiple projects ion a repository.  So both of
the above are sensible, just in different situations.

Given that there was a branch of B from A shouldn't that metadata be
encoded?  Certainly it is needed if there is to be any hope of
traceability.  From an human knowledge and intention perspective A is
definitely the parent of B and will likely be used from that
perspective.

If the metadata is not stored in the branches/shared repository then it
would be good to allow the user to encode manually it in some way.
Having to remember to provide a correctly ordered list on a command line
is probably not a particularly useful encoding, especially when using
GUIs.
