[MERGE] branch documentation: clarify English word "copy"

I suggest changing text in

    bzrlib/builtins.py
    bzrlib/help_topics/__init__.py

from

  Create a new copy of a branch.

to something like

  Create a new branch that is a copy of an existing branch.

My rationale is that the current text doesn't make clear whether the copy
is a full-fledged branch on its own, or is some lesser thing (just a
"copy").  This is a small matter, but I think clarifying it will avoid user
confusion -- it did confuse me at first.
