bzr shelve in windows

Hello All -

Seems like "bzr shelve" does not work in windows. I get this error when I try "bzr shelve --all"

bzr: ERROR: Count not acquire lock "E:/Bazaar Repository/Dev/ProjectBranch/.bzr/checkout/dirstate

I created this branch from a checkout branch. Everything seems to be working though. I also see there is a bug regarding this.
