[MERGE] Move squashing of XML-invalid characters to XMLSerializer.

This patch moves the code that squashes invalid characters to the XML
Serializer so we don't escape XML Invalid characters for development7.

Unfortunately this means we no longer report how many control characters
were squashed. Is this a problem?
