It is sort of a shame to see the code duplication between Branch.check 
and BranchReconciler, but you aren't *adding* more duplication, as it 
was already there.

I'm not sure if adding a "branch has ghosts in mainline" has a large 
benefit for 'bzr check' given that you can't really fix that with 'bzr 
reconcile'. Regardless, your changes seem better than before.
