Launchpad has recently become an OpenID Provider: anyone who already has
a Launchpad account now has (I'm told) an OpenID thereby, that they can
use on *other sites* which are OpenID Relying Parties.

Launchpad is not an OpenID Relying Party: existing OpenIDs cannot be
used to authenticate to Launchpad.
