Different layout for 1.15 final release

I went to upload the Windows installers for the 1.15 final release, but
I found that the naming was different and wanted to check why.

Specifically, the standard naming for release URLs has been:

https://edge.launchpad.net/bzr/1.12/1.12
https://edge.launchpad.net/bzr/1.13/1.13
https://edge.launchpad.net/bzr/1.14/1.14


With slightly different values for the pre-releases
https://edge.launchpad.net/bzr/1.12/1.12rc1
https://edge.launchpad.net/bzr/1.13/1.13rc1
https://edge.launchpad.net/bzr/1.14/1.14rc1

1.15 changed this with:
https://edge.launchpad.net/bzr/1.15/1.15rc1  # same
https://edge.launchpad.net/bzr/1.15/1.15final # ...

I realize the milestone was created as 1.15final, but it did mess up my
upload script, which auto-generates the release url to upload to. And,
of course, the way curl and upload works, it doesn't find out until
*after* it has uploaded the entire 14MB file (sigh). POST is a *really*
bad specification for bulk uploads...

Anyway, I can hack my script quickly, I just wanted to check if there
was a reason to break from tradition.
