[MERGE] Add Branch.get_child_submit_format()

Move the retrieval of the default submit format to
Branch.get_child_submit_format(). This allows branch implementations
(such as bzr-svn/bzr-git/bzr-hg) to override the default child submit
format that they want to use, without requiring changes to the
configuration. i
