please triage bugs when you file them

About half of the bugs in Bazaar are filed by developers or people
pretty closely involved with the project.

I'd like to ask that if you file a bug and have a reasonable idea what
the priority is, please set it to confirmed and that priority when you
file.  It saves other people making a round trip to set it later.  If
you really don't know of course you can leave it blank.

Roughly the priorities are:

 critical - must be fixed for the next release, should cause it to
slip if it can't be fixed
 high - should be fixed before doing new feature work
 medium/low - would be nice to do it sometime

We don't always stick to this but it would be good to make it a more
honest queue.

You can set the status and importance when you file by mail.
