This doesn't find stacked branches then :). We explicitly don't stack in
shared repos. We might, but even if we did it doesn't need to be handled
any differently to a regular branch in the same repo.

The key thing is to upgrade all the stacked-on branches last, and that
requires coordination between stacker and stackee.
