pqm trunk branch moving to rich root and launchpad hosting

http://people.ubuntu.com/~robertc/pqm/trunk is moving to lp, the lp
alias lp:pqm will keep working.

At the same time, and only because I know lp won't have been getting
people to stack as there was only a 'mirrored' copy, it is migrating
directly to --development-rich-roots.

Please be sure to upgrade your branches :)
