A command can't do project wide scheduling. Or do you mean 'do check
+reconcile+upgrade+check+reconcile'.

Not all those steps are needed all the time. For instance, once 1.15 is
released, the bug that causes bad parents during the conversion will be
fixed, so people will have less reason to reconcile after.

We have commands for doing the actual upgrade already.
