Why Bazaar is not used in many project hosting sites?

Thanks. We're trying to standardize on mod_wsgi everywhere. We just
had to get rid of our mod_python dependency in order to clear the way
for loggerhead. (And now to get loggerhead packaged and running.)

Yep. I think that's the plugin I've been looking at. I'm just saying
that by shipping the plugin separately, 1) I have to do more work to set
it up and 2) from my bad experience with the bzr API changing and our
choice of web interface not being able to keep up with porting, I'm not
inclined to love the idea of supporting external plugins.
