Sidnei Da Silva mentioned that he had a hard time setting up the build
process on win32, because we require some dependencies without telling
you where to find them. We had the URL in a comment, but you have to
then look at the source code.

The attached patch changes the error to give you a hint of where to
look. I tried to validate it, to make sure that it would connect
properly, but all of my attempts to connect to tortoisesvn.tigris.org
just result in timeouts. (heck all of .tigris.org times out right now).

The final error looks like this when formatted:
$ py setup.py py2exe

RuntimeError:
Please set TORTOISE_OVERLAYS_MSI_WIN32 to the location of the relevant
TortoiseOverlays .msi installer file. The installers can be found at
  http://guest:@tortoisesvn.tigris.org/svn/tortoisesvn/TortoiseOverlays
check in the version-X.Y.Z/bin/ subdir

The traceback is a bit unfortunate, but we would need to overhaul a lot
of setup.py to clean that sort of thing up.
