1.13.2 == 1.14.xx ?

Is this stuff that went into the actual 1.13.2 release, or it's just
now on the 1.13 branch?

I noted a while ago that the news file seemed to have post 1.13 stuff.

Bob, could you have a look at what's in 1.13 and whether it should
really be there?  If not, we can do an uncommit from the pqm branch.
