RFC: Communicating with users of trunk

So, Martin Albisetti has raised a community issue we have - users of
trunk that are not on this list are not effectively communicated with by
us.
I think its fair to say this generally, because while its only a few
times now, it has happened [or rather not happened].
I don't think blogging is a good answer to this, because the point is to
get rare, but important messages to all users of the product when a
particular critical point is happening.
So I'd like to propose a moderated list, e.g. bzr-beta-users, similar to
launchpads launchpad-beta-users group, which:
- we instruct all users of trunk/nightlies/betas to join
- we promise it will be low volume, and moderated
We can make a best effort attempt to get hold of current users (such as
many staff within Canonical that aren't on this list) by out of band
means.
We could then use this whenever there is a critical issue (such as bug
https://bugs.edge.launchpad.net/bzr/+bug/354036) in unreleased bzr
versions.
