BTW: I used Pageant following the instructions on this page:

starting at the line "Windows (PuTTY)"

I then used:

bzr launchpad-login

which correctly identified me:)

I had no problem connecting to LP after following their clear
instructions (on Windows too).
I might suppose you followed them too, but just in case I must ask:
did you created your RSA key, did you ran Pageant (must be started
before the first connection to LP)?
