[MERGE] Make sure class member local_repository of reconfigure is initialized.

The attached patch fixes the initialization of local_repository on the
Reconfigure class if no repository was found. Without this patch, I get
a traceback trying "bzr reconfigure --use-shared" in a svn working copy.
With the patch, I get the expected error ("branch is already using a
shared repository").
