[MERGE] Use utility function to check for control filename rather than assuming it is '.bzr.'

This patch makes WorkingTree use the is_control_filename function on
BzrDir to check for control filenames rather than assuming it is
'.bzr.'. This fixes e.g. .git showing up as unknown file in git working
trees.
