[MERGE] Nested trees: Implement metadir formats for branches with tree references

Hi all,

This patch turns the current development-subtree format into
'development7-subtree', implements development8-subtree using branch
format 8, and makes development-subtree an alias for development8-subtree.

It also changes tests to use development-subtree or
development8-subtree, as appropriate.
