[MERGE][Bug 194716] Implement pull --local

I've come to think that '--local' options shouldn't actually exist, 
because it gets you into a hybrid mode. If you really wanted a separate 
branch locally, then you should just use one.

Anyway, for now we have '--local' and this fills in a gap for its 
functionality, so I'm willing to approve it. I just wanted to mention 
that the overall goal seems to be in the wrong direction.
