[MERGE] Enable caching of negative revision lookups in RemoteRepository write locks when no _real_repository has been constructed.

By caching misses from remote repositories in write locks we can reduce
round trips a little more; as other operations might fill these
revisions in, we invalidate that negative cache when a real repository
exists or when insertion operations occur.
