[MERGE] Change rules documentation to better describe users of rules

In trying out keywords this evening, I noticed an inconsistency  
between the current state of the keywords plugin which uses "keywords  
= xml_escape" and the documentation for rules which uses an example of  
"keywords = escape".  In making that change, I thought that the rules  
documentation could point more clearly to the features that make use  
of rules.  Also, rules cannot be applied to selected branches, so take  
that bit out too.
