I found it in Settings > General Options > General Bazaar Options > Diff
I added WinMerge / C:\Program Files\UText\WinMerge\WinMergeU.exe
The WinMerge option appears next to the Diff button in the Log window (and the View one).
But nothing happens when I select it, makes it as default in the settings, etc.
Changed to forward slashes. No change. Added double quotes around. There are removed by 
the setting dialog. Idem for single quotes.
Tried to backslash the space, double the backslashes, and various other combinations.
No luck.
I don't have difftools installed (it tripped me on this issue too).
Copying WinMerge to a path without space doesn't solve the issue.

Ah, looking at .bzr.log, I see (lot of lines like):
