[MERGE] Fix for 363837

Hi.

I have a revised patch for
#363837<https://bugs.launchpad.net/bzr/+bug/363837>.
It is already attached to the issue in lp.

The new patch is more defensive.  It catches its own failures and as a bonus
raises BzrError on general failures of _win32_delete_readonly() so to assist
with future debugging.

The scope of this patch remains limited to the win32 layer.

I am proposing this patch for merging to the next milestone.  I welcome
review and improvements.
