Upgrading from 1.9-rr to dev6-rr failed with bzr.dev

Exactly that reason.  I started looking at solving the make errors
without a dependency list the output of make wasn't instructive enough
to make that a trivial exercise.

I'll make another go at it at some point when time allows.
