lp:bzr/1.14 is a mirror of http://bazaar-vcs.org/bzr/bzr.1.14

The latter is the URL of the PQM managed branch.

I don't know what your question is, but I can say that the latter is
what you should use. Personally I don't configure submit_branch in
locations.conf, and instead use:

bzr pqm-submit --submit-branch http://bazaar-vcs.org/bzr/bzr.1.14

But you have to be a little careful, or if you forget it will be merged
to the wrong thing.
