I agree 110% with this.   This was my first reaction when reading the 
proposal.

User's need to be *very* clear on what their branches contain and the 
dependencies on other branches/repos.   At least using the 
hard-linking/hg approach is very easy to reason about ... and you can be 
sure that each branch is stand-alone.   Getting this right is extremely 
important.

If you make implicit links between branches that are not completely 
obvious there will be pain!
