I think its hard every which way. Another possible way is to simply
retain the 'this wasn't versioned' value in rich root conversions. This
accurately reflects reality. That is, if the root had TREE_ROOT as the
root and it wasn't versioned, migrate it with a root of TREE_ROOT and
unversioned. On the first commit after conversion, give it a root and
version it.
As long as we put some effort into polishing merges (because the first
merge after conversions will conflict for any existing branch) this
would work well, I think.
