[MERGE][bug 321918] Allow registering fallback credentials stores

The attached patch adds support for registering fallback credential
stores. These fallback credential stores are checked only if
authentication.conf does not contain the required credentials but before
the user is prompted.

This allows e.g. bzr-svn to register a fallback credential store that
retrieves credentials from ~/.subversion/auth.
