[MERGE][1.14][#355280] fix eol content filter loading

The attached patch addresses a critical bug - the eol filtering
code wasn't being loaded. Thanks to Brian de Alwis for his
testing and analysis of the problem.

This needs to be cherrypicked into 1.14 once it's confirmed
as fixing the problem. (We may want to consider a 1.14rc2
given this issue and the packing bug John fixed overnight.)
