[MERGE] Move test metadata reporting from builtins to ExtendedTestResult

This moves the metadata about the test run from builtins, to
ExtendedTestResult where it can be specialised (e.g. turned off by
--subunit), and also can help (or perhaps hinder :P) reuse of the bzr
test infrastructure.
