The launchpad help topic is about the launchpad plugin, but the
launchpad plugin doesn't supply the lp bug tracker, so I think this is
inaccurate.

It's also not accurate to say that "The 'lp:' transport uses Launchpad
as a directory service".  lp URLs are now handled as a directory
service, not as a transport.
