Adjustment to 1.14final? 1.13.2?

I think 2-3 days between RC and final is a bit tight. I'd prefer
to delay until early next week.

1.13.1 is in jaunty so critical fixes may need to go into 1.13.2
if we want Ubuntu users to get them as part of software updates.

1.14 will go into backports but not the main repositories IIUIC.
