steps to a long term supported CHK format

So we have --development6-rich-root now.

What needs to happen to get a supported format?

This list may be inaccurate; corrections solicited. Its hopefully in
'must do' to 'could do' order.

* Get stacking working in the new format.
* Fix any performance regressions in the format. E.g. annotate.
* Write and test documentation for upgrading to the format. Because this
format is fundamentally different to previous formats stacking across
1.9<->development6+ will be tricky at best. Upgrading will be similarly
complex when stacking is involved.
* Add in jelmers faster revision serialiser [ if it is faster etc etc]
* remove parents 2+ in dirstate
* fix dirstate for windows
* fix tag fetching
