[MERGE][1.14][trivial] Fix development-rich-root's help string

development-rich-root's help string said that it was interchangeable
with pack-0.92, not rich-root-pack.

This patch is against lp:~bzr/bzr/bbc-1.14. I'm not sure what Bundle
Buggy will think.
