It wasn't implemented because we didn't need to use it. For the 'push up
deltas and then follow up with more code' we don't have deltas.

I have no problems allowing suspend, I just didn't feel the need to
implement it, when it wasn't really going to be used.

In other words... it was expedient. Feel free to implement suspend if
you feel it is important.
