nolabels and pack file names

	nolabels leads to pack file collisions in some tests, when the content
added is different only in metadata; dunno if this is aproblem in
practice, but it certainly was unnerving seeing content collisions:)

More seriously, we only have one index set per packname, so we actually
can't represent this situation properly.
