bug 354036 [critical issue with stacked branches] and 1.14

Bob, we wanted to bring this bug to your attention. Andrew and I have
been looking at it very closely today (and Andrew has been on it since
friday).

In short:
 - the new streaming code in 1.13 interacts badly with *some* stacked
branches making them unpullable.
 - The fix for this is a generic fix for all stacked branches, involving
having a little bit more data in the branch than we do today(100's of
bytes, maybe a few kb).
 - we're making a hotfix that will be pretty small, we'd like this to
become 1.13.2, as well as something in 1.14 if we get it done in time,
and definitely it will go to bzr.dev as well. We don't think that 1.14
should be held up by this, as its not a regression vs 1.13.
 - the hotfix should be pretty small and easy checked.
