removing inventory root-nodes in CHK formats

John, we talked about doing this; I think it won't work well with
stacking, because for stacking we want inventory data without having
full revisions present, and we currently have no way to have partial
data of a revision present sanely, except by making sure the 'revision'
itself isn't present.

(We need enough data in a stacking repository to do deltas on the
revisions that are actually present, to let push and pull work well).
