[MERGE] Add chk_bytes to remote repos (brisbane)

This code was written by Robert and I've reviewed it.
It needs confirmation by Robert or Andrew that it's
still good given recent network enhancements.

Once approved, I'll go ahead and land this into bzr.dev.
(The commit has been marked with Robert as the author, given
what annotate tells me.)
