[MERGE] minor test tweaks & _reconcile_pack API (brisbane)

Another 7 files off the differences list. These are all
pretty obvious except for verbose being toggled from
False to True in one of the test_check tests. (Robert
might be able to explain why he made that change but it
doesn't seem to matter either way.)

I've run the full set of repository tests (5K+) after these
changes and all is good.
